UN warns water factor is underestimated in urban development

Housing policy can no longer be developed separately from water supply and water resource management, as water is the foundation of sustainable urban development, UN Secretary-General's Special Envoy for Water Retno Marsudi said during a panel session within the framework of the World Urban Forum 13.
Report quotes her as saying a water-oriented approach in urban development is of key importance, as it directly affects public health, inclusiveness, and the sustainability of economic growth.
Marsudi stressed that water is the foundation of sustainable urban development, but this factor is still insufficiently considered in urban planning.
She noted that urban resilience is mistakenly associated solely with the volume of housing construction, while this approach should also include access to safe drinking water, sanitation, efficient drainage systems, and protection from climate risks.
According to the UN envoy, more than half of the world's population currently lives in cities, and by 2050 this figure will approach 70%. "Despite progress made, billions of people still lack access to safe water and basic sanitation services, and a significant share of the urban population lives in informal settlements without necessary infrastructure," Marsudi added.
She also highlighted the close link between access to water, housing conditions, and human dignity, stressing that the absence of basic infrastructure deepens social inequality.
In addition, Marsudi noted that climate change is increasing pressure on cities: floods, droughts, and water pollution are becoming more frequent and primarily affect the most vulnerable groups.
