Ukraine's security council approves Kyiv resilience plan for winter season

Ukraine's National Security and Defense Council, NSDC, has approved Kyiv's Resilience Plan, which provides for preparing the capital for possible threats during the autumn-winter season, including risks to critical infrastructure, Report informs.

Ihor Klymenko, the new secretary of Ukraine's NSDC, announced this on Telegram following a meeting chaired by President Volodymyr Zelenskyy.

Klymenko said last winter was one of the most difficult tests for Ukraine, which is why comprehensive resilience plans for regions and cities were approved in the spring. The meeting determined further steps to strengthen the state's readiness for new challenges.

"Russia will not abandon attempts to strike energy and critical infrastructure. As the autumn-winter period approaches, such threats will only increase," the NSDC secretary wrote.

He stressed that one of the main priorities remains ensuring the stable operation of electricity, heating and water supply systems. Responsible officials must ensure the implementation of approved resilience plans and bear personal responsibility for their execution.

Special attention was also paid to strengthening the protection of critical infrastructure facilities, developing air defense capabilities and expanding the network of shelters.

"The time before the start of the heating season must be used as effectively as possible. The resilience of the state, the uninterrupted operation of critical infrastructure and, above all, the safety of our people depend on this," Klymenko said.
