To overcome the housing crisis, megacities need a new territorial pact between municipal, regional, and national authorities, Oriol Illa, a representative of the Barcelona Metropolitan Area, said at an event during WUF13, Report informs.
He stated that individual municipalities are unable to independently address rising housing prices, climate risks, and the massive displacement of residents from city centers to the periphery.
"No municipality can solve the problem of speculation, short-term rentals, and large-scale displacement of residents on its own," he said.
Illa also called for the development of public-private partnerships and the creation of regulatory systems based on data and long-term territorial planning.
