Expert: Policy fragmentation key challenge in Latin America, Caribbean

Policy fragmentation continues to be a major problem in Latin America and the Caribbean, Fiona Littlejohn-Carrillo, representative of the UN Economic Commission for Latin America and the Caribbean (ECLAC), said during an event held within the 13th Session of the World Urban Forum (WUF13) in Baku, Report informs.

Littlejohn-Carrillo pointed out that one of the region's greatest difficulties lies in governance and policy alignment: "Often, there is fragmentation between measures implemented at the local level and policies formulated at the national level. Therefore, it is crucial to ensure unity, coherence, consistency, and alignment of policies from the highest to the lowest levels, while integrating them into regional and global agendas. This approach must reflect real conditions and create flexible tools capable of responding effectively to shared problems across different levels, starting from the local."
