Alexandre Hedjazi: Karabakh's restoration requires multi-level governance model

The restoration of Azerbaijan's liberated territories requires the formation of an effective multi-level governance system.

Report informs that Alexandre Hedjazi, Associate Professor at the University of Geneva, said this at WUF13 in Baku.

According to him, successful restoration of territories is impossible without a clearly structured institutional architecture capable of ensuring the long-term sustainability of results.

"We are talking about the deepest governance challenge of our time - how to rebuild cities after disasters and ensure that they remain sustainable in the long term," Hedjazi said.

He emphasized that the restoration of Karabakh is currently proceeding at a rapid pace, but the key issue remains the institutional consolidation of the results achieved.

According to the expert, the region has complex natural and climatic conditions, including mountainous terrain, which requires a special approach to urban planning and risk management.

Hedjazi also noted that reconstruction processes should cover not only infrastructure construction, but also the active involvement of local communities.
