Azerbaijan to complete development of electronic energy efficiency passport system for buildings in October

The development of an electronic energy efficiency passport system for buildings will be completed in Azerbaijan in October, Head of the Energy Efficiency Department of the Ministry of Energy Jahid Mikayilov said during Baku Climate Action Week 2026 (BCAW 2026).

Report quotes him as saying the passport system is envisaged for newly constructed, reconstructed, and capitally repaired buildings.

"Of course, there will be exceptions here. For example, these are historical and architectural monuments, temporary structures, warehouse buildings, and, in particular, private residential houses. In Türkiye, the requirements are somewhat stricter, including obligations to use renewable energy sources. Our requirements are not that strict. But I assume that in Türkiye as well, when this process was just beginning, the requirements were not so stringent. Subsequently, they were gradually tightened to increase energy efficiency. In Azerbaijan, we will also move in stages. For now, we are starting with the simplest," he said.

Mikayilov noted that an electronic system for building energy efficiency passports is currently being developed.

"The designer will log into the system and enter data about the building project into it. After entering all the data, the system itself will calculate the annual energy consumption of the building per one square meter of area and assign it a class - A, B, or C," he noted.

The ministry representative noted that the current legislation of Azerbaijan also provides for the possibility of issuing construction permits for buildings corresponding to classes A, B, or C.

"That is, we will have a similar system in place. The designer will log into our Building Energy Efficiency Information System (BEEIS), perform a calculation using it, after which the system itself will generate a passport. In this regard, the ministry is working jointly with the company Septem. This process has been going on for almost three months, and we intend to complete it in October," Mikayilov said.
