Azerbaijan proposes creation of national carbon registry

A national carbon registry is proposed to be created in Azerbaijan, Report informs.

This is reflected in the draft law "On Climate," which has been presented for public discussion by the Ministry of Ecology and Natural Resources.

According to the document, the national carbon registry will be a state information system that ensures the accounting of the issuance of carbon units, ownership and disposal rights over them, as well as their transfer, use and cancellation. It will operate within the climate data subsystem of the Digital Ecology information system.

The national carbon registry will handle the creation and accounting of emission permits and carbon units, the transfer, surrender and cancellation of carbon units, the registration of carbon projects and the accounting of project results.

The registry will also help prevent double counting, archive transactions and preserve their history.
