Japanese Ambassador to Moscow Akira Muto arrived at the Russian Foreign Ministry.
According to Report, citing Russian media, the ambassador declined to comment and entered the Foreign Ministry building.
He was summoned to the Russian Foreign Ministry the previous day over statements by Japanese authorities following Russian President Vladimir Putin's visit to the island of Iturup.
