Chad at WUF13 calls for new housing finance pact

Chad has proposed the creation of a new international housing finance pact, which would simplify access to mortgages and housing loans and support the use of local and sustainable building materials, Mahamat Assileck Halata, Chadian Minister of Land-Use Planning, Urban Development, and Housing, proposed this initiative at a ministerial roundtable during the 13th session of the World Urban Forum (WUF13) in Baku, Report informs.

According to the minister, the housing crisis in sub-Saharan Africa is exacerbated by rapid population growth, the expansion of informal settlements, and a lack of basic infrastructure.

"People are forced to live in extremely difficult conditions - without access to drinking water, electricity, or basic services. This is a serious social problem that requires active government action," he noted.

Halata emphasized that Chadian President Mahamat Idriss Déby has identified housing as a key priority for state policy. In this regard, authorities are launching social housing programs in major cities to reduce the scale of chaotic and informal housing.

The minister stated that Chad intends to develop sustainable housing with a zero-carbon footprint and the implementation of environmental standards. At the same time, a modern multifunctional urban center project is being implemented, which includes the development of a transportation network, road infrastructure, and commercial areas.

Particular attention is being paid to the implementation of innovative financial mechanisms, he said. "We call for the creation of a new international pact that will facilitate access to housing loans and support the use of local and sustainable materials in construction. Chad also reaffirms its commitment to implementing the New Urban Agenda to ensure that every resident of our cities has access to decent housing," the minister emphasized.

He also noted that the country faces additional challenges related to climate change and internal migration, which are increasing the strain on urban infrastructure.

In conclusion, Halata expressed Chad's readiness to participate in the next stage of international discussions on this topic to develop practical solutions for affordable housing.
