Spanish rep at WUF13: Only 18% of urban agglomerations worldwide apply metropolitan governance

Only 18% of urban agglomerations worldwide have metropolitan governance mechanisms that make it possible to coordinate housing policy and the distribution of services.

Report informs that Oriol Illa, a representative of the Area Metropolitana de Barcelona, said this at an event held as part of WUF13 in Baku.

According to him, the right to housing cannot be ensured without planning at the level of urban agglomerations, as housing markets have long gone beyond the administrative borders of individual municipalities.

"Housing policy must be planned and implemented at the metropolitan level," he said.

He noted that the lack of coordinated governance between central cities and suburbs is what deepens territorial inequality and the shortage of affordable housing.
