Kyiv has 'moved away' from the agreements reached during the talks in Istanbul and returned to a deadlock, Russian President Vladimir Putin said following the meeting with President of Belarus Alexander Lukashenko.
Putin said he was told yesterday that the Ukrainian side had changed something in its negotiating position but added that he did not know the details yet.
According to him, Kyiv's inconsistency in the negotiations creates difficulties.
