The European Commission has ordered ChatGPT, Reddit, and Roblox to align their rules with the requirements of the Digital Services Act (DSA) within four months, including mitigating systemic risks associated with algorithms and content, Report informs, citing the EC.
These platforms have been added to the list of the largest digital services in the EU.
ChatGPT received the status of Very Large Online Search Engine (VLOSE), while Reddit and Roblox were designated as Very Large Online Platforms (VLOP). The companies themselves declared that their services are used by an average of at least 45 million monthly active users in the EU, reaching the threshold established by the DSA for such status.
The companies must fulfill additional obligations by the end of December 2026. In particular, they must assess and take measures to mitigate systemic risks related to the spread of illegal content, impacts on minors, physical and mental well-being of users, fundamental rights, and public safety.
The new status also expands the European Commission's authority to investigate the operations of these services and their algorithms, as well as to monitor compliance with the DSA.
"These new designations mean that ChatGPT, Reddit, and Roblox will now face enhanced scrutiny and carry greater responsibility in the European Union, commensurate with their significant influence on our citizens and society," stated EC Executive Vice-President for Tech Sovereignty, Security and Democracy Henna Virkkunen.
According to her, the European Commission will continue to closely monitor the digital environment regarding other platforms as well.
The EC classified ChatGPT, which can answer user prompts and perform web searches, as a hybrid service falling under the definition of an online search engine in accordance with the DSA.
Reddit and Roblox were designated as online platforms because they allow users to create and share content with a broad audience. Reddit operates as a community-based discussion platform, while Roblox allows users to create, publish, and play games.
All three services were already required to comply with general DSA requirements for online platforms and search engines, but the new status introduces additional obligations and stricter supervision.
In the EU, 28 very large online platforms and search engines are included in the list with similar status.
