Due to the situation around Ukraine, the EU and the United States began to develop sanctions against Russia two months before the start of the war - in December 2021, President of the European Commission, Ursula von der Leyen, said at the Munich Security Conference, Report informs via TASS.
The EU and the United States began developing large-scale economic sanctions against Russia in December 2021, Ursula von der Leyen said, adding that they, however, "hoped that sanctions would not have to be applied."
