"Armenian forces either produce or buy internationally banned cluster munitions," Report says, citing Human Rights Watch.
According to the information, these bombs were used against the city of Barda.
There's a reason an international treaty bans these brutal weapons, and using them in a city center shows flagrant disregard for civilian life and international law," stated Belkis Wille, senior crisis and conflict researcher at Human Rights Watch.
It is emphasized that the attack killed at least 21 civilians and wounded more than 70.
