German journalist writes about Armenian terror in Ganja

"Armenia justifies aggression against Ganja," Julian Röpcke, a German investigative journalist and editor-in-chief of Bild's Political Department, said on his Twitter account.

"Yes, there are many military targets in the city. No: official Yerevan cannot hit anyone with a Soviet ballistic missile. In fact, the rockets were landed 1-2 kilometers away from the alleged targets," he said.

Note that Röpcke is a conflict analyst.
