The Baku Climate Finance Goal provides an important framework for scaling up climate finance, Tuğba Dinçbaş, Türkiye's COP31 Action Agenda Director, said.
According to Report, she made the remarks on the third day of Baku Climate Action Week 2026 (BCAW 2026).
Dinçbaş said the scale of investment needed for climate action continues to grow, making the mobilization of additional climate finance increasingly important.
She stressed, however, that the availability of financing alone is not enough, and that developing countries, vulnerable groups and those facing the greatest climate pressures must also be able to access those resources in practice.
According to Dinçbaş, the Baku Climate Finance Goal provides a key global framework for increasing climate finance for developing countries.
She said the next step is to ensure that ambitious targets are translated into accessible and effective financing opportunities that reflect different national circumstances.
Dinçbaş added that practical and structural reforms are needed, particularly to improve access to finance for Small Island Developing States and Least Developed Countries.
She said mobilizing finance and improving access to it must progress in parallel, and that success should be measured not only by how much funding is raised, but also by how effectively it can be accessed and used on the ground.
Dinçbaş noted that discussions of this kind are valuable for identifying capital solutions, exchanging experience and making climate finance more accessible to those who need it most.
