Spanish expert: Governance and financing mechanisms play key role in urban development

Planning, management, and financing mechanisms play a key role in urban development, stated the representative of Catalonia, Elisabet Cirici Amell, at an event within the framework of WUF13 in Baku, Report informs.

According to her, governments can choose two different approaches to urban development: reconstruction of the existing city or expansion of the city through the acquisition of new territories.

"Sometimes city expansion seems easier and more economically feasible. However, this approach is considered more unsustainable. Reconstruction of existing urban neighborhoods in many cases arises from the need to change the outdated housing stock, solve construction problems, or change the functional purpose of these territories," she said.
