Pavlo Frolov: Ukraine lacks specialists for housing projects

Small cities in Ukraine often lack sufficient human resource capacity to implement complex housing projects, stated People's Deputy of Ukraine Pavlo Frolov in a video address during an event at WUF13, Report informs.
According to him, many municipalities lack urban planners, lawyers, and project managers capable of building public-private partnerships and engaging with international donors.
"This is exactly where international partners should play a concrete role - not only funding projects but also helping to build institutional capacity that will make the next project easier than the previous one," he said.
Frolov noted that such support can be provided by UN-Habitat, UNOPS, UNDP, and international financial institutions.
