Milli Majlis committee discussing road transport agreement with Kyrgyzstan

The Azerbaijan-Kyrgyzstan agreement on international road transport, signed on July 31 in Cholpon-Ata, was submitted for consideration at a meeting of the Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship.

According to Report, the document consists of 24 articles and aims to develop road transport links and transit, as well as simplify transportation conditions between the two countries.

According to the agreement, regular bus services will be organized upon prior coordination between the competent authorities of the parties. In some cases, permits will also be required for irregular passenger transportation.

Freight transportation will be carried out on the basis of special permits, each valid for a single trip. At the same time, a number of categories of cargo will be exempt from the permit requirement, including postal items, the bodies and ashes of deceased persons, theatrical scenery, sports equipment, exhibits for fairs and exhibitions, as well as medical equipment and medicines for emergency assistance.

Special permits will be required for the transportation of dangerous, heavy and oversized cargo, and the route must be agreed in advance. Priority passage through border, customs, veterinary, phytosanitary and sanitary controls is envisaged for the transportation of seriously ill persons, regular bus services, animals and perishable goods.

The agreement also does not rule out the introduction of restrictions on transit transportation if it could pose a threat to the national security of either party. The parties will establish a Joint Commission to address issues related to the implementation of the agreement.
