Azerbaijan aims to rank among top 30 in UN e-government index

Azerbaijan aims to rank among the top 30 countries in the UN E-Government Development Index in the coming years, Shahin Aliyev, Deputy Chairman of the Board of the Innovation and Digital Development Agency (IRIA) under the Ministry of Digital Development and Transport, said on the second day of Baku Climate Action Week 2026 (BCAW 2026), Report informs.

He noted that, according to the UN report, Azerbaijan is among the leading countries in e-government development and has established a comprehensive framework for digital transformation.

According to Aliyev, the Digital Transformation Concept covers three main pillars - transformation in the public sector, and digitalization in society and business:

"To achieve this, supporting factors include infrastructure, human capital, including increasing the number of IT specialists and improving citizens' digital literacy, a modern legislative framework, cybersecurity and data. Strategies for Artificial Intelligence, the Digital Economy, Data and Cybersecurity have also been adopted."

The IRIA official emphasized that a National Action Plan is being implemented to accelerate digital transformation:

"The goal is to transform all government services, create proactive services for citizens and integrate them into the myGov platform. Currently, myGov has nearly 4 million users. We expect this figure to reach at least 5 million by next year."

Aliyev added that Azerbaijan plans to establish an agentic government model, the next version of the country's e-government system, within the next three years.

The IRIA deputy chairman noted that a special Digitalization Roadmap has been developed to accelerate digital transformation in Azerbaijan's agricultural sector and improve farmers' digital skills:

"IRIA is working closely with the Ministry of Agriculture. As part of the action plan, a roadmap has been developed for transitioning services to digital formats and providing data for the ecosystem. The E-Agro (Yonca) system is also included in this roadmap. The main goal now is to improve farmers' digital literacy, integrate the relevant systems and facilitate data exchange."

He stressed that making timely decisions is particularly important amid climate change:

"If information is obtained from only one source, it loses its relevance over time and becomes unusable. Our Digital Public Infrastructure (EHIS) enables the systems of various institutions to be integrated into a single platform and facilitates more accurate decision-making. In addition, by providing high-quality data openly, we are building a sustainable ecosystem for startups and businesses."

The IRIA official also said that agriculture has been identified as one of the priority areas in the Artificial Intelligence Strategy.
