ADB: Azerbaijan Railways announced int'l tender for digitalization of HR management

Azerbaijan Railways CJSC (ADY) has announced an international tender for the procurement of the SAP SuccessFactors human capital management cloud solution (SaaS) and related services, Report informs, citing the Asian Development Bank (ADB).

The procurement is conducted as part of ADY's digital transformation project funded through an ADB loan, according to the bank.

The contract entails the acquisition of 36-month SAP SuccessFactors Employee Central (EC) Software for 1,800 users, SAP SuccessFactors Performance & Goals (P&G) Software for 1,650 users, SAP SuccessFactors Career Development Planning (CDP) Software for 1,650 users, and SAP SuccessFactors Learning Management System (LMS) Software for 1,650 users.

The contract also provides for professional services encompassing system design, configuration, integration, data migration, user training, and technical support. The duration of service provision ranges from 6 to 18 months.

The deadline for bid submissions is October 2, 2026.

ADY's digital transformation project aims to fully digitize and integrate the railway operator's key business processes into a unified data management system.

The total cost of the project stands at $60.52 million, of which $47 million is being raised via an ADB loan that entered into force in March 2025, while $13.52 million represents co-financing provided by the Government of Azerbaijan.

The project will support digitalization of key processes in the Azerbaijan Railways Closed Joint Stock Company, including rail transportation management, asset management, investment planning and management, freight client handling system, and corporate functions.

The project will improve ADY's operational and financial performance through streamlined data management, optimized asset management and overall rail operations, reduced cost, enhanced rail safety, and better workforce efficiency.
