WUF13 calls for creation of climate-resilient housing systems

The impacts of climate change are increasing housing insecurity and forced displacement, particularly affecting communities already facing social, economic, and environmental instability, as stated in the Baku Call to Action, adopted following the 13th session of the World Urban Forum (WUF13).

According to Report, the document highlights that recurring floods, droughts, biodiversity loss, environmental pollution, extreme heat, and deteriorating air quality have a destructive impact on public health, ecosystems, livelihoods, and overall quality of life.

The authors stress that climate change negatively affects the habitability of territories and increases pressure on housing systems in cities and regions.

In this context, the document calls for the development of housing systems capable of strengthening climate resilience, preserving biodiversity, and reducing environmental impact.

It proposes achieving this through nature-based solutions, community-led initiatives, and locally adapted approaches grounded in climate justice and supported by environmentally responsible urban planning and development.

The document also calls for strengthening localized, indigenous, and traditional community practices, alongside actions by national and local authorities in areas such as sustainable infrastructure, renewable energy, basic services, disaster preparedness and prevention, employment creation, and social cohesion.
