Armenia is responsible for the fact that refugees from Western Azerbaijan cannot now exercise their rights to property, lecturer at the Faculty of Law of Ankara University, Professor Javid Abdullazade told the Turkish bureau of Report.
The author of books and articles on the former Nagorno-Karabakh conflict, Abdullazade notes that Armenia, which played a direct role in the Karabakh events, is trying to avoid responsibility, referring to its innocence: “However, during the 44-day war, the international community saw the involvement of Armenia. During three years of war and the subsequent 26-27 years of occupation, moral and material damage was inflicted on the state, people, property, which Armenia must compensate. It must pay compensation to the Azerbaijani state and affected citizens.”
The expert noted that it is necessary to file lawsuits against Armenia, responsible persons in this country and separatist leaders in the Hague Court, the European Court of Human Rights, etc.
“It is necessary to act within the requirements of international law. We must hold Armenia accountable in such a way that it either pays compensation, regardless of whether its economy allows it, or agrees to an accord with Azerbaijan,” the professor said.
According to Abdullazade, if the Azerbaijani state approaches the issue of Armenia’s responsibility in the form of a systematic, meaningful project, it will be faster and easier to solve it.
“In any case, with the support of the state, claims should be filed without delay within the requirements of international law. Specialists from Turkiye and other foreign countries who have the right to apply to an international court can be voluntarily involved in this process. It is necessary to conduct large-scale research, collect archival documents, photos, video materials, evidence, facts and prepare so that Armenia doesn’t have a single chance for justification,” Abdullazade added.
