The project to create affordable rental housing for internally displaced persons in Ukraine requires a transition from one-time implementation to a full-fledged housing system that includes legislation, financing, and institutional governance, stated Orkhan Aliyev, the project leader of Habitat for Humanity International in Ukraine, at an event within the framework of WUF13, Report informs.
According to him, the implementation of such initiatives is impossible without integration into national housing policy and a sustainable operational model.
"A project remains just a project if it does not become part of a comprehensive housing system - policy, legislation, municipal mechanisms, and financial architecture," he said.
Aliyev emphasized that scaling up is only possible with simultaneous work at the level of local communities and national institutions, including legislative reforms.
