Nigar Arpadarai: Bureaucracy driving up housing costs

To accelerate housing construction and reduce housing costs, legislatures must create a flexible and favorable regulatory environment, eliminating bureaucratic barriers and administrative restrictions, Nigar Arpadarai, UN Climate Change High-Level Champion for COP29 Azerbaijan and Member of the Azerbaijani Parliament, said at WUF13 in Baku, Report informs.
"To accelerate and reduce the cost of housing construction worldwide, legislatures must create a flexible regulatory environment," she said.
Arpadarai emphasized that bureaucratic obstacles and administrative delays significantly increase the final cost of construction projects.
"The role of parliament is to create conditions that remove barriers," she noted.
According to the MP, modern innovative solutions, including modular construction and 3D-printed houses, remain more expensive than traditional construction methods.
She emphasized that for the large-scale implementation of such technologies and a reduction in their cost, government support, the attraction of private investment, and the development of production capacity are necessary.
