Financing remains the most vulnerable area for African cities, Jacob Mafume, Mayor of Harare (Zimbabwe), said at WUF13 in Baku, Report informs.
He stated that cities' ability to develop revenue-generating projects is limited.
"Previously, cities could finance themselves through municipal bonds and pension funds. But due to the brain drain to developed countries, we have lost experienced specialists in this field," the mayor said.
