Guillermo Sosa: Paraguay ready to cooperate with Azerbaijan in energy, logistics

Paraguay is interested in expanding cooperation with Azerbaijan in the fields of energy, hydrocarbons, logistics, and infrastructure, Paraguay's Ambassador to Azerbaijan (residing in Ankara), Cirilo Guillermo Sosa Flores, said in an interview with Report.

The ambassador said his mission is focused on attracting investment, expanding trade, strengthening institutional cooperation, and increasing the number of bilateral visits and high-level meetings.

"Paraguay and Azerbaijan have expressed willingness to strengthen cooperation between their private sectors and increase bilateral trade in the coming years. Paraguay is particularly interested in expanding cooperation with Azerbaijan in energy, hydrocarbons, logistics, and infrastructure. In turn, Azerbaijan can benefit from Paraguay's highly competitive agricultural and food production sectors," Guillermo Sosa said.

According to the ambassador, trade between the two countries remains modest, but there is considerable growth potential. Paraguay's exports to Azerbaijan currently consist mainly of pharmaceuticals, essential oils, and seed oils.

He noted that Azerbaijan is a major producer and exporter of crude oil and petroleum products, while Paraguay is an importer of energy resources. At the same time, Paraguay is among the world's leading producers and exporters of food products such as beef, soybeans, and wheat.

"Azerbaijan meets part of its food demand through imports. These complementary characteristics create excellent opportunities to strengthen bilateral trade and investment," he added.

The ambassador said he visited Azerbaijan in February 2026, where he held meetings with government officials, business representatives, and members of the diplomatic corps.

"These meetings further strengthened my confidence that there are broad opportunities to develop cooperation between Paraguay and Azerbaijan. I believe there are several strategic sectors in which our cooperation can be significantly expanded," Guillermo Sosa said.

He identified energy, trade and investment, the dairy industry and food processing, agriculture, construction and infrastructure, transport and logistics, civil aviation, and scientific and technological cooperation as key areas for future collaboration.

Sosa also said Paraguay is interested in strengthening ties between the two countries' private sectors and promoting business missions in both directions.

He added that tourism represents another promising area for cooperation, noting that Paraguay's subtropical climate makes it an attractive destination for visitors.
