Frolov: Ukraine needs long-term social housing management system

Ukraine has called for the creation of a sustainable management system for social housing after the completion of construction and reconstruction projects, Ukrainian Member of Parliament Pavlo Frolov said in a video address at an event held within the framework of the World Urban Forum (WUF13).

Report quotes him as saying that the lack of mechanisms for managing buildings after they are commissioned remains one of the key problems of post-Soviet housing policy.

Frolov noted that the social housing project in the city of Kalush in Ukraine"s Ivano-Frankivsk Oblast includes a separate facility management model that could eventually become a standard for similar initiatives.

"Legislation on social and temporary housing should define not only the sources of financing for construction, but also mechanisms for building management, maintenance, and long-term rent regulation," he emphasized.
