Brazil plans to protect 4 million people in geological risk zones by 2035

Brazil intends to ensure the protection of at least 4 million people living in geological risk zones by 2035 as part of its national climate strategy and urban development policy, Alice Carvalho, a representative of the Ministry of Cities of Brazil, said during a panel discussion held within the framework of World Urban Forum 13 in Baku.

Report quotes her as saying that for Brazil, which continues to face a serious infrastructure deficit, issues of resilience and social integration are closely interconnected.

"One of the goals of the national climate plan is to implement structural disaster risk reduction measures by 2035 for at least 4 million people living in geological risk areas. Important institutional steps have also included the restoration of the Ministry of Cities and the creation of the National Secretariat for Peripheral Territories, which works with favelas and informal settlements," she said.

According to the ministry representative, these initiatives contribute to the transition toward integrated territorial policies focused on supporting vulnerable communities.

In this context, the Periferia Viva program, launched in 2024 as part of a new investment cycle, is viewed as one of the key tools for reducing social and spatial inequality in urban peripheries.

The program provides for a comprehensive approach combining policies in housing, sanitation, mobility, environmental improvements, social services, and risk management while taking into account local specificities and community participation.
