Azerbaijan's statement delivered at 60th session of UN Human Rights Council

The Permanent Mission of the Republic of Azerbaijan to the UN Office and other international organizations in Geneva made a statement at the 60th session of the UN Human Rights Council, the Mission said in a post on social network X, as quoted by Report.
The statement emphasized that after restoring its territorial integrity and sovereignty, Azerbaijan has been carrying out large-scale reconstruction, restoration, and urban development works in Karabakh and East Zangazur.
"The initiatives which are underway within the State Program on the Great Return to the liberated territories include the establishment of a social services network, development of infrastructure, providing decent housing conditions and employment opportunities for the former IDPs returning to their homelands, providing quality healthcare and education services. As a result of these efforts, more than 50,000 former IDPs already returned to their ancestral lands," the statement says.
Particular attention in the statement was paid to significant progress in the process of normalizing relations between Azerbaijan and Armenia. It was noted that on August 8, 2025, in Washington, with the participation of the President of Azerbaijan and the Prime Minister of Armenia, and in the presence of the President of the United States, a Joint Declaration was signed, paving the way for normalization of bilateral relations and the establishment of lasting peace in the region.
"One of the important provisions of the Joint Declaration is the commitment to opening transportation and communication links between the two countries, which will benefit not only the region, but also a wider geography. Furthermore. Furthermore, Azerbaijan and Armenia initialed the Draft Agreement on Establishment of Peace and Inter-State Relations, which defines the parameters for establishing good-neighborly relations. We call on the Member States to support these efforts," the statement emphasized.
