Azerbaijan promotes closer links between climate and urban agendas

Azerbaijan is seeking to strengthen continuity between the climate and urban development agendas from COP29 through COP30, Anar Guliyev, Chairman of the State Committee on Urban Planning and Architecture, said.
According to Report, he made the remarks during a panel titled "Impact Dialogue – From Commitment to Implementation: Healthy and Resilient Cities through Climate-Urban Partnerships," held as part of Baku Climate Action Week 2026.
Guliyev said sustainable and healthy cities cannot be achieved when policies on climate, housing, transport, health, waste, infrastructure and the environment operate separately.
"What is needed is a set of shared priorities, coordinated action and strong alignment across sectors and different levels of government. As we move toward COP31, the key objective should be clear: to strengthen continuity between global commitments and local implementation through integrated planning, multilevel governance, finance and partnerships," he said.
Guliyev noted that Azerbaijan launched the Baku Continuity Coalition for Urban Planning and Climate Action during COP29.
"This initiative has been carried forward through COP30 and COP31. We have helped maintain and continue dialogue between successive climate and urban development processes. We see the Coalition as an open platform for partnership that brings together governments, cities, regions, international organizations, financial institutions, the private sector and other stakeholders around practical solutions," he added.
