Azerbaijan sets 2027 revenue policy priorities

Azerbaijan's main revenue policy priorities for 2027 are aimed at accelerating economic development, strengthening competitiveness and making the investment environment more attractive.
According to Report, citing the Ministry of Finance, planned measures include introducing more flexible approaches to tax debt management, strengthening voluntary payment discipline, supporting entrepreneurship, encouraging investment in strategic sectors, and improving tax and customs administration mechanisms.
Taking these factors into account, the main directions of the 2027 revenue policy include promoting the business environment and investment and expanding the tax base.
One of the key priorities of tax policy will be to create a more favorable and predictable business environment, strengthen mechanisms supporting the development of the real sector and stimulate investment activity.
Within this framework, Azerbaijan plans to extend tax incentives and exemptions that are due to expire and introduce new results-oriented incentives aimed at supporting the development of the non-oil sector.
Another priority is the further improvement of tax administration and control mechanisms. To ensure sustainable tax revenues, the government plans to expand the tax base, identify taxable objects more accurately and strengthen control over accounting, reporting and payment discipline.
The government also plans to simplify mechanisms for deferring tax debts and introduce incentives.
This will include improving procedures for granting tax debt deferrals, introducing more favorable mechanisms for taxpayers facing payment difficulties but continuing their economic activities, and considering the possibility of concessions on financial sanctions and penalties under certain conditions.
