Elnur Soltanov: SOCAR becoming exporter of competencies

The State Oil Company of Azerbaijan (SOCAR) is becoming a company that exports competencies, Azerbaijani Deputy Energy Minister Elnur Soltanov said at the Technovation forum in Baku, Report informs.
He noted that while SOCAR previously relied on external support for finance and technology, the situation has changed.
"SOCAR is integrating into various stages of the value chain not only in Azerbaijan, but also in Georgia, Türkiye, and several European countries, including Italy," Soltanov said.
He noted that the company is transforming from a purely extractive company into an exporter of knowledge and technological competencies.
"SOCAR no longer simply produces and sells oil and gas; it exports its skills. This is about exporting knowledge, management, and technological competencies. This is a key indicator of economic development: a country's ability to sell the skills accumulated in its human capital on the global market," the deputy minister added.
