Azerbaijan to create unified registry for renewable energy attributes

Azerbaijan will create a unified registry for renewable energy attributes, Rena Humbatova, Deputy Director of the State Agency for Renewable Energy Sources under the Energy Ministry, said at Baku Climate Action Week 2026 (BCAW 2026), Report informs.

Humbatova said the government had already established a renewable energy certificate scheme in 2023, which was approved by a Cabinet of Ministers resolution.

"We are now preparing to develop the registry, which will be a national registry. It will be linked to both I-REC and the international I-REC standards system," she said.

According to Humbatova, the system will be based on a simple fundamental principle: each megawatt-hour of renewable electricity can generate only one set of environmental attributes, and those attributes can be claimed only once.

She said the issuing body could be responsible for verifying generation, monitoring, storing data, confirming compliance and managing information on renewable energy facilities.

Once the renewable energy attributes are transferred to a consumer, they must be physically blocked in the registry to ensure that they cannot be issued or claimed again under another system, Humbatova said.

"In other words, we need a single registry to prevent double counting," she added.

Looking further ahead, Humbatova said that if Azerbaijan develops a sufficiently mature Emissions Trading System (ETS), such certificates could also be used domestically and acquire a market value.
