Ana Toni: Proposals at Baku Climate Action Week to shape COP31 energy transition document

The outcomes of discussions held during Baku Climate Action Week will be incorporated into a roadmap for the phased phase-out of fossil fuels ahead of the COP31 summit, COP30 Executive Director and Brazil's National Secretary for Climate Change Ana Toni said at a roundtable held as part of Baku Climate Action Week 2026 (BCAW 2026), Report informs.

"Although consensus was not reached during the previous session and there was no official mandate to agree on a single plan, it was decided to continue preparing the document on a voluntary basis. The final roadmap is expected to be presented to our colleagues from Türkiye and Australia during COP31," Toni said.

She stressed that large-scale electrification, covering production, consumption and economic feasibility, will be a central component of the document under development.

"We are seeing these processes come together into a much deeper transformation. This is not only about the energy transition, but also about rethinking the economic models we use," she said.

Toni emphasized the importance of involving all relevant stakeholders, particularly the private sector, regional and municipal authorities, and civil society.

"Participants at Climate Week in Baku are developing recommendations that will help align global electrification targets with plans for a gradual phase-out of fossil fuels. All proposals formulated will be submitted to the working group to complete the roadmap ahead of COP31," she added.
