The Khizi Absheron Wind Power Plant (WPP) project, implemented by the Saudi company ACWA Power, will be fully managed by local personnel in two years, Selim Guven, general director of ACWA Power for Azerbaijan and Türkiye, said at a panel discussion within the 2nd International Water Exhibition and Conference - Baku Water Week, Report informs.
He noted that at the initial stage, only one foreign specialist will be involved in the project, who will be gradually withdrawn from the project after the transfer of knowledge.
Guven noted that ACWA Power attaches particular importance to the use of local labor and knowledge transfer in water and wind energy projects in Azerbaijan.
He added that the company has been implementing a localization policy for more than 10 years, and 99% of operations in projects implemented in Azerbaijan, including in the field of wind energy, are carried out by local employees.
The Khizi-Absheron wind farm is located in the Absheron (section 1) and Khizi (section Khizi 3) districts, in the villages of Chayli and Sitalchay. A total of 37 wind turbines are planned to be installed: 12 in the Absheron section and 25 in Khizi.
The launch of phased electricity production at the station is scheduled for August 2025, and full commissioning in the fourth quarter of this year. After completion of construction, the wind farm will be able to annually produce up to 907 million GWh of clean electricity, which is enough to provide more than 300,000 households in Azerbaijan.
