Türkiye plans to submit second transparency report before COP31

Türkiye is in the final stage of preparing its second Biennial Transparency Report (BTR) and plans to submit it before COP31 begins, COP31 President-designate and Deputy Minister of Environment, Urbanization and Climate Change of Türkiye Fatma Varank said during a panel discussion held as part of Baku Climate Action Week 2026 (BCAW 2026), according to Report.

She stressed that preparing the first BTR was a significant experience for Türkiye, helping the country identify errors and gaps and establish a system based on verified data.

"After submitting our first BTR, we identified our own errors and certain gaps. That is why we established a system that allows us to track and analyze results so that decision-makers, policymakers and leaders can assess the consequences of their decisions based on this information," Varank said.

She noted that Türkiye is preparing its second BTR using the same system, bringing together data from various ministries and government institutions.

Varank stressed that Türkiye has set a target of achieving net-zero emissions by 2053.

"To achieve this goal, we need to work on a system that will enable us to properly analyze data from all ministries," she said.

According to Varank, Türkiye is also providing technical support to countries that need assistance in preparing their BTRs.

"We want all countries to submit their BTRs by COP31," she added.
