Khanlar Aghalarov: Seaside Boulevard administration has no authority to regulate traffic

The Seaside Boulevard Administration is not authorized under the law to regulate traffic, Chairman of the Board of the Seaside Boulevard Administration Khanlar Aghalarov said in an extended interview with Report and ARB TV.

According to him, however, the Administration's task is to create conditions in which compliance with traffic rules is clear and easy for everyone, for the sake of overall safety.

"First of all, information and directional signs are installed throughout the area, urging users to move only along designated lanes. The Administration's security personnel also direct scooter and bicycle users to these lanes. Consistent measures in this area are gradually helping to organize traffic," he said.

He stressed that bicycles and other small electric vehicles have become an important part of urban mobility.

"In large public spaces where different traffic flows intersect, the task is to organize them in a coordinated, orderly and safe manner. Certain regulations are already in place. In 2024, relevant amendments to the Law on Road Traffic established rules concerning, among other things, the use of micromobility devices and small electric vehicles. They regulate various aspects, including defining the parts of the road designated for such vehicles," Aghalarov said.

Aghalarov added that since 2024, the relevant authority has been creating dedicated lanes for micromobility devices on the boulevard as part of the city's overall infrastructure.

"Today, such lanes are available along all the boulevard's main routes. Thus, the rules are already established by law, and dedicated lanes have been designated. What is now necessary is to ensure orderly movement," he added.
