Azerbaijan prepares major reforms for digital legislation

Comprehensive reforms are being prepared to form a modern legislative framework.

Report informs that Shahmar Movsumov, assistant to the president and head of the Economic Affairs and Innovative Development Policy Department of the Presidential Administration, said this at the first meeting of the Digital Development Council.

Movsumov briefed the first vice-president on legislative reforms in the digital sphere. He said comprehensive reforms were being prepared to form a modern legislative framework in line with the strategic priorities set and instructions given at the council under the leadership of First Vice-President of Azerbaijan Mehriban Aliyeva.

He stressed that this is the most comprehensive and fundamental reform initiative in the post-Soviet space aimed at developing and regulating the digital ecosystem.

Speaking about the areas covered by the reform, Movsumov said they include ensuring legal certainty, forming a competitive tax environment, financing innovation, providing incentives for research and innovation, attracting talent, expanding market access and improving cybersecurity regulation.

He added that digital transformation is being carried out consistently as one of the main priorities of state policy under the leadership of President Ilham Aliyev. It was noted that the Digital Development Council was established and the "Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026-2028" was approved by a decree signed by the head of state in February this year.

The presidential assistant said one of the important features of the reforms is that they are based on global experience, noting that successful models from various countries were studied while preparing the changes.
