Malini Mehra: Azerbaijan played a key role in finalizing Paris rulebook

Azerbaijan has played a key role in finalizing the Paris Rulebook and advancing carbon markets, Malini Mehra, CEO of GLOBE Legislators, said during Baku Climate Action Week.

"I believe this is truly a historic meeting, and I am pleased to hear about your parliamentary experience and how actively you are already engaged in these processes. Azerbaijan played a critically important role, as COP29 finalized the Paris Agreement rulebook, clarifying Article 6.4 and establishing the rules for creating carbon markets. Carbon markets cannot be built without the participation of parliaments," she said.

Mehra noted that GLOBE works to engage parliamentarians in international climate processes. The organization has played a key role in developing the architecture of climate legislation since the 1997 Kyoto Protocol and continues to bring together legislators from different countries.

She also recalled that last year, with the participation of Baku State University and leading scholars from the University of Exeter, a climate science handbook for parliamentarians was prepared and translated into Azerbaijani.

"We hope this experience will inspire Azerbaijani scientists to study the impacts of climate change in their country and region so that the results of their research can inform dialogue and decision-making," Mehra added.
