SOCAR, ADSEA, Esyasoft exchange memorandum on smart water network

A memorandum of understanding signed between Azerbaijan's State Oil Company (SOCAR), the Azerbaijan State Water Resources Agency (ADSEA), and UAE-based Esyasoft Holding was exchanged today as part of the 2nd Azerbaijan International Investment Forum, held under the auspices of President of Azerbaijan Ilham Aliyev, Report informs, citing SOCAR.

The document was exchanged by SOCAR President Rovshan Najaf, Chairman of ADSEA Zaur Mikayilov, and Director of Esyasoft Holding Bipin Chandra.

The memorandum envisages cooperation in assessing, developing the general design, and planning the implementation of a Smart Water Network Management System in Azerbaijan. Within this framework, the parties will prepare a feasibility study covering the technical, operational, commercial, financial, regulatory, and cybersecurity aspects of the project, as well as an implementation plan.

The project aims to modernize water resource management and distribution infrastructure, reduce technical and commercial water losses, and improve the quality of services provided to consumers. The new system will include remote data collection and processing through smart water meters, water network monitoring, leak detection, pressure management, and digital hydraulic modeling solutions.

Under the document, SOCAR will be responsible for developing the project's financing model and potential public-private partnership framework, as well as developing energy-efficient solutions for water supply systems, including optimizing the operation of pumping systems.

The project is expected to draw on Esyasoft Holding's international experience in smart utility technologies, as well as the experience gained in Azerbaijan through the Smart Gas Network Transformation Project implemented with SOCAR's Azerigaz Production Union. Adapting this experience to the water sector will enable the development of smart metering, real-time monitoring, loss detection, and data-driven network management.
