MP: Azerbaijan improves legal framework for sustainable agrarian sector

The legal framework is being improved in Azerbaijan to ensure the sustainable development of the agriculture sector, MP Tahir Rzayev stated on the second day of Baku Climate Action Week 2026 (BCAW 2026), Report informs.

Rzayev highlighted that global climate change, water shortages, soil salinization, wars, and conflicts disrupting relations create certain difficulties and obstacles for agricultural development and for those engaged in the sector.

"Policies adapted to the real situation should not only aim to increase production but also ensure sustainability and protect farmers from risks. This requirement makes constant improvement of legislation necessary. Forming and updating the legal framework for efficient use of water and land resources, modern irrigation, digital agriculture, agricultural insurance, innovations, and farmers' access to finance is today's demand and an inevitability," he said.

The MP emphasized that climate‑resilient agriculture cannot be built by farmers alone: "Under favorable policies and legal frameworks created by the state, parliament, and government, small and medium entrepreneurs, women, and youth must also be involved in this process alongside farmers. Both international and local experience must be well absorbed. Therefore, favorable conditions must be created for farmers to build climate‑resilient agriculture. Farmers are at the center of such agriculture. Our duty is to create favorable conditions for their adaptation to the existing environment, modernize legislation, provide accessible financial mechanisms, ensure efficient water and land management, and establish a healthy partnership environment."
